Lilly is a lighthouse on "Willy's Island", found in the middle of the harbour, warns visiting ships away from the sharp dangerous rocks on the island. Although she doesn't appear as often as some of the characters, it is possible that Lilly's character is a nod to Lillie Lightship of TUGS, as both characters use large beacons to warn ships of the fog, and their names are both Lillie/Lilly.
